Any registered voter can vote by mail. Requests must reach the county elections office by 5 p.m. Tuesday, Oct. 20. Completed ballots must be received by 7:30 p.m. on Election Day, Nov. 3.
North Carolina began mailing absentee ballots Sept. 4, among the first states in the nation, the Rhino Times noted. Follow the State Board's instructions for witnesses and the ID requirement.
