How a state freeze on revaluation changed the county tax rate

The manager recommended 61.90 cents on new values. After Raleigh froze the 2026 reappraisal, commissioners adopted 78.95 cents on the old values.

County Manager Victor Isler presented his recommended FY2027 budget on May 7: a property tax rate of 61.90 cents per $100 of value, built on the 2026 reappraisal. The county said the revenue-neutral rate on those new values was 53.26 cents.

In June the General Assembly passed Senate Bill 889, which put a moratorium on the 2026 reappraisal, and Gov. Josh Stein signed it June 19. Tax bills this year are based on 2025 values instead. On June 25 commissioners adopted an $889,196,646 General Fund budget with a rate of 78.95 cents, which the county describes as a 5.9-cent increase, or about $8.44 a month on the median home value of $171,600.

The county says the 2026 values will be used for next year's bills, and that if those values hold the revenue-neutral rate for FY2028 would be 58.54 cents. That figure will matter when commissioners set next year's rate.
